The City of Aiken Engineering and Utilities Department is accepting applications for Stormwater Engineer.

Major duties include:

  • Planning and managing City Storm Water Drainage System engineering projects, programs and operations to ensure planning, development and construction are in compliance with all applicable City/State/federal codes and regulations, and according to all acceptable engineering practices.

  • Developing, implementing, evaluating and annually reporting on the City’s National Pollutant Discharge Elimination System (NPDES) Small Municipal Separate Sewer System (SMS4) Permit.

  • Preparing plans and specifications for projects to be put out to bid; estimating materials and quantities; preparing specifications; advertising bids; assembling book.

  • Providing technical assistance regarding local, state and federal stormwater regulations to citizens, consultants, contractors, developers, staff, and other departments; resolving problems in the most cost effective manner.

  • Reviewing developer's stormwater plans submitted for City approval; checking design standards and ensuring project meets all applicable federal, state, and local requirements; resolving problems.

  • Assisting in solution of stormwater infrastructure problems.

  • Maintaining awareness of federal and state stormwater regulations as they apply to the City of Aiken; assisting in implementing new policies and procedures as needed.

  • Working with various agencies and professional organizations; attending meetings as needed.

  • Preparing and submitting annual operating and capital budget recommendations; monitoring expenditures to ensure compliance with budget; preparing five year capital budget for major construction.

  • Performing field work, surveys and site inspections; directing and reviewing engineering work in the construction, maintenance and repair of municipal Storm Water Drainage System.

  • Serving as project leader for city project teams.

  • Developing and maintaining cooperative relationships with other City departments, outside vendors, and general public contacted in the course of work; attending meetings as needed; resolving complaints.

  • Reviewing permits for compliance with sediment, stormwater, and erosion control ordinance and state laws.

  • Collecting regulatory samples and analyzing data for compliance and special projects.

  • Preparing reports, papers, and other documents appropriate to the department; maintaining and updating records and manuals.

  • Performing field inspections of projects and witnessing tests, etc. in absence of construction inspectors.

  • Supervising engineering technicians and utility crews as assigned to projects.

  • Attending bid openings and preconstruction conferences.

  • Attending seminars and studying written materials to maintain knowledge of current practices in the field.

  • Performing other related duties as required.


  • Bachelor's degree in Civil Engineering or related field from an accredited college or university.

  • Two to three years related civil engineering experience any equivalent combination of education and experience which provides the required knowledge, skills, and abilities.

  • Knowledge of stormwater management methods and materials, and NPDES MS4 permit requirements.

  • Valid state driver's license and a satisfactory motor vehicle record.

  • Engineer-in-Training (E.I.T.) certification is required.

  • Registration as a Professional Engineer (P. E.) by the state is preferred.

Salary depends on qualifications.

Qualified candidate will have working knowledge of layout and calculating software and 6-10 years minimum experience in the management of ASME pressure vessel code projects specific to tanks and heat exchangers. Broad understanding of ASME and AWS code standards, weld procedures, and material certifications required. Experience using AutoCad and Solidworks modeling software preferred. Job duties include interpretation of customer drawings and specifications, estimation of projects from inception to completion to include generation of bills of materials, purchase requisitions, labor duration and work center requirements.

ATL has won the staff augmentation contract to support SRNS and we have the following immediate openings (8) to support SRNS:

6 staff positions of "Developing nuclear safety program documentation, procedures, policies, and guidance. Review nuclear safety products (e.g., calculations, documented safety analyses) and assess implementation of nuclear safety rules and requirements."

1 staff position of "Providing day-to-day facility support to Solid Waste Management Facilities (SWMF). Work includes direct support to operations, engineering, and other functional organizations in the role of a nuclear safety engineer. Development of modifications to the existing safety basis is a routine activity in this assignment."

1 staff position of "Lead, perform, and document hazards analyses using a team approach with facility engineering, operations, and other support staff. Activities to be analyzed may include nuclear waste processing, spent fuel processing, movement, or storage, laboratory operations, and various tritium handling/processing activities."
